The objective of the study is to create a scientific background for labor costs of scientific and teaching staff at branch and university levels in the frames of the cost management system of higher educational institutions of III - IV levels of accreditation.The research methods are logical, statistical and economic analysis of labor costs of higher educational institutions and system of standards of number of students per full-time position of scientific and teaching staff. To ensure the control of labor costs at the branch level there were developed: method of calculating the standards of number of students per one full-time position of scientific and teaching staff in higher educational institutions of III-IV levels of accreditation; method for the development and establishment of standards of number of students per full-time position of scientific and teaching staff in higher educational institutions of III-IV accreditation levels. These techniques make it possible to create a system of standards of number of staff positions of scientific-pedagogical employees of higher educational institutions of III-IV accreditation levels, taking into account other labor indicators, thereby increasing the scientific validity of the branch regulatory framework. To control costs at university level there were created: methods of reserves' evaluation to reduce the number of staff positions of scientific-pedagogical employees of higher educational institutions of III-IV levels of accreditation; regulation on the definition and evaluation of financial results of the structural units of higher educational institutions of III-IV accreditation levels according to their educational activities; methods of regulating the cost of labor of scientific-pedagogical staff of higher educational institutions of III-IV accreditation levels. This set of procedures ensures scientifically sound management decisions as for the number of staff positions of scientific-pedagogical employees and labor cost, allows to regulate these costs according to the financial condition of the higher educational institution. The proposed economic-mathematical apparatus, as well as all guidance documents are original and have no analogues in Ukraine and CIS countries. The results of research and development were tested in the Kherson branch of the National University of Shipbuilding named after Admiral Makarov, Kherson National Technical University, Management Board of Education and Science of the Kherson Regional State Administration, Council of Rectors of the higher educational establishments of III-IV accreditation levels of the Kherson region, Municipal institution of higher education "Kherson Academy of Lifelong Learning", Kherson Regional Council and confirmed their effectiveness.
