Dislocation interaction with electron excitations was investigated in the framework of the new kinetic model. Model of the electropalstic effect was developed based on the dislocation interaction with radiation-induced electron excitations. Non-equilibrium distribution of phonons localized at dislocations due to their interaction with radiation-induced electron excitations was studied.
