Research subject - methods and software for automation of monitoring of activity of state educational establishments. Results and their novelty: it is developed the information model of monitoring of activity of general educational institutions of Ukraine, control model of the AIS "Rating" and its software architecture; algorithms and monitoring method are developed on the basis of rating model of activity of Ukrainian general educational institutions; jointly with the State inspection of educational institutions of Ukraine the national experiment is planned and conducted that realises introduction and verification of efficiency of AIS "Rating"; program complex which consists of two separate parts (master of data entry; server part of AIS "Rating" is located in Internet according to address of http://rating.devstudio.com.ua/ and accessible to the users according to their powers, round-the-clock), the package of methodical and technical documentation is created. The review of informative sources on issue of monitoring grounds for a conclusion, that development on the topic is the new on the decided task and does not have analogues. Monitoring researches are carried out on the basis of new method proposed by State inspection of educational institutions and the developers of this scientific work. The improvement of this model is offered on the basis of neurotechnologies, that enables to decrease the degree of subjective estimation due to the automatic calculation of the self-weighted coefficients of performance indicators on the basis of history of preliminary estimates, in place of subjective expert values of the self-weighted coefficients which was used before. The complex of algorithms, realizing a monitoring method, database knowledge and management system, interface "client-server-client", and system of access and safety of AIS "Rating" are developed. As a result of implementation of this work AIS "Rating" is created as a part of control system by general educational institutions , which functions on the basis of modern of informative-communication technologies.
