Purpose - to develop proposals and recommendations to address the problems of forming and using a quality work force in Ukraine on the basis of the study criteria and parameters of the qualitative changes in the implementation of socio-economic policy. Research methods. Socio-economic assessment of the level and trends of the qualitative characteristics of employment and unemployment of the population effected by the methods of economic and statistical analysis.
