The purpose of research is the development of models complex for the cy-cle formation' factors forecasting system, which allows to foresee a possibility of forming of crisis situations in the dy-namics of territories development. Research methods are a logic-theoretical generalization, analysis, synthesis, com-parison, econometric methods, methods of Fourier-analysis, models of Markov decision processes, methods of catastrophes theory. On the basis of theoretical generalization and results of analysis of methodical approaches a conception of the system of territories economic dynamics forecasting, forecasting models of cyclic development indicators, models of authentication and estimation of cyclic development factors, models of construction of an early warning system of changes in cycle phases are worked out. Realization of the complex of models gives an opportunity to study a nature and laws of cyclic dynamics and provides possibilities of forecasting of coming crises and catastrophes. The results of researches can be used in a regional state and local governments practical activity when regional programs of socio-economic development are working-out.
