Aim - to improve planning and forecasting of revenues and expenditures of local budgets. Main tasks: generalization of the theoretical foundations of planning local budgets; study of trends and perspectives of local budgets in Ukraine, forming its own revenue base of local government; justify the priority of local budgets; study the effectiveness of regional target programs; methodological justification of budget risk, develop a mechanism of social insurance in budget planning, development trends using software-based methods in the formation of local budgets, the development directions of improving the process of local budget expenditures, forecasting and planning side of the budget at the expense of enterprises, improving the management of local budget expenditures. The final report summarizes the methods of planning and forecasting of local budgets. The greatest attention is paid to the effectiveness of targeted regional programs, program budgeting local budgeting, forecasting and planning methods of local budget revenues and expenditures. Problems of risk assessment as a tool of effective use of local budgets. In carrying out research participated 15 teachers and 10 students. According to the results of research of the published 11 research papers, students published 6 scientific papers.
