The purpose of research is system refinement of the complex models of information-analytical system of the budget tracking process at the regional level (Sumy region). Methods of research - the methods of system analysis, factor, comparative and structural-functional analysis, economic and mathematical modeling, simulation, system dynamics, expert estimates, the application of information systems and technologies. During the study features of the region's economy have been revealed and budget forming economic activities in the Sumy region defined. An array of information for the project "Intelligent automated information-analytical system for tracking the budgetary process on the basis of the national supercomputer" have been formed. Developed an updated set of economic and mathematical models for IASBP Sumy region and implemented alternative models IASBP at the regional level in the simulation of system dynamics simulation PowerSim Studio 8. Carried out verification and comparison of the results of functioning models IASBP that allowed the development of a simulation of system-dynamic model of the economy of Sumy region in the context of budget-economic activities. Based on the analysis of the formation of the array of information, verification and parameterization of the simulation of system-dynamic model of the economy of Sumy region scientific and practical recommendations for improving the techniques for collecting and processing statistical information have been developed, as well as proposed and validated ways of improving the model to support the budget process in the region over the long term. With the use of simulation tools of system dynamics simulation of economic processes for the Sumy region outcomes of various scenarios for the budget process in the region subject to changes in external parameters, and control over them have been defined. The results of scientific research have been tested and implemented in the work of the Main Department of Economy of Kharkiv Regional State Administration (certificate № 06-26/214 from January 3, 2012). Forward suggestions about future directions of research are to further improve the procedures of forming an array of information processing on the basis of direct procedures for collection, processing, grouping of statistical data and adaptation of mathematical models of the region's economy in crisis and post crisis management conditions.
