There are existing expert's assessments and modeling methods of estimation consequences of emergency (hazardous and disasters), but they are not systematized and not composed in united management tool. Presented project aimed at defying and assessment of socio-economic consequences of emergency caused by climate changes, as a part of fundamental problem of scope, estimation and prediction the losses from emergency. The framework is assessment of probable socio-economic losses caused by climate changes, intensity and expenses for aftereffects liquidation and preventive actions (e.g. abnormal high or low temperatures). Emergency situations occur in all spheres of activities, that is why research cover a wide range of questions, including direct and indirect effects and losses.
