Purpose of the work is an estimation of optimum use and prospects of resource potencial development in the coast marine area of the Ukrainian Black Sea coast using modern experimental and theoretical metods. Methods of the study is a modern experimental methods, using instruments and automated complexes, designed in MHI NAS of Ukraine, as well as theoretical methods using the modern mathematical models, including ecological and economic ones. Contribution of the MHI NAS of Ukraine in decision of resource problem is connected with execution of two problems to minimize the most probable risk, namely: to develop the early diagnostics of short- and medium-term forecast of the water area condition where marine resources is developed with purpose of the warning the possible meteorological and oceanological catastrophes and to estimate the ecological costs during natural resource transportation and conversion on marine areas and coastal regions - to discovery a degree of sea and seaside ecosystem contamination and to develop the measures upon their prevention. There are results to practical realization of the problem on probable risk warning, in accordance with extraordinary natural anthropogenic impact: natural disasters of the catastrophic nature, being accompanied of human victim, as well as big economic, ecological and social damage.
