Methodological principles of international technological clusters are developed, that unlike existing, have system character and include principles and forming pre-conditions, sweep, methods of assistance, methods of co-ordination, institutional environment, mechanism of alteration, which foresees technology of project management (cluster as project), strategic directions, forming scenarios, cluster analysis, estimation of effectiveness, normatively legal documents, that will allow in practice to form and ground the proper model of cluster policy. Possibilities of forming of cluster co-operation are certain in industry of shipbuilding of Russia and Ukraine in part of estimation of resource potential, normatively legal base, present industrial policy, and the scenarios of development are offered on condition of development and approval of the proper intergovernmental agreements and position papers realization of which will provide maintainances existing, development and introduction of new production technologies, in shipbuilding. Grounded terms of alteration of Ukrainian-Russian transfrontal agroinnovational clusters in part of determination of basic directions of development, coming from starting terms which was folded for forming a cluster in basic industries of regional agribusiness, establishment of family and supporting industries, because of specific of functioning and possibility of co-operation of enterprises-participants from both held. The complex of suggestions is developed in relation to introduction of cluster model of development of co-operation of Ukraine and Russia in a scientifically technological sphere and realization of public policy of clusterization.
