The project of the State standard of creation and conduct of digital electronic passport of local territorial mass is worked out. The system model of acceptance of administrative decisions is worked out at the level of village and settlement soviet (in particular ground of algorithms of their acceptance and their programmatic-technological realization for the ecological constituent of local territorial government). The operating digital electronic passports (in form GIS databases) of 24 territorial communities of Saky region of Autonomous Republic of Crimea are worked out.
