Purpose or research - To develop and test a system of objective performance criteria of scientific and innovation activities of IEPOR employees to be used for rating assessment of their research activities. Object of research - comprehensive assessment (CA) of individual performance of research and innovation activities (RIAs) of IEPOR research fellows (RFs) with the view of its optimization. An automated information and computation system has been developed to be used for rating assessment of RFs engaged by a natural-science research institution (RI). The system is entitled "Research Fellow Profile" (RFP) and is designed to monitor the performance of an individual RIA. The RFP is based on a technology for CA of the performance of RFs' RIAs. The technology was developed through constructing an ontology - a system of hierarchically arranged and formalized performance indicators of RFs' RIAs reflecting the specificity and variety of RIAs in natural sciences with account for effective legislation of Ukraine and adaptation of mathematical tools. The technology for CA of an RF's RIA performance helps obtain individual performance indicators using an interval scale without loss of information content, as well as calculate the ratings of RFs and determine the extent to which the level of an RF's performance meets the requirements set for his/her position. Testing of the RFP in the IEPOR shows that it is a promising tool which can be applied in natural-science RIs of various departmental subordination in order to optimize research and innovation activities.
