The object of research is fiscal consolidation as a special type of macroeconomic policy aimed at reducing the budget deficit and slowing the growth of public debt. The purpose of the study is the substantiation of theoretical and methodological foundations and proposals for measures of budget and tax policies to implement the fiscal consolidation in the face of economic reforms. Methods: scientific methods of induction and deduction, comparison and synthesis methods, generalization, abstraction, historical, logical and special economic methods. Results and novelty: for the first time: a comprehensive analysis of the concept of "fiscal consolidation" realized, the mechanism of stabilization of public finances through fiscal devaluation highlighted; improved: approaches to fiscal discipline and fiscal rules in the mechanism of fiscal consolidation, classification of key benefits and dangers of fiscal decentralization implementation in the policy of fiscal consolidation, methodical approach to evaluating the structural budget balance in Ukraine that allows us to consider prospects for fiscal consolidation in the long run; received further development: justification of the need for institutional and structural reforms in the context of fiscal consolidation, theoretical foundations of fiscal consolidation in the light of debt policy contemporary challenges, approaches to the analysis and classification of fiscal instruments of fiscal consolidation in Ukraine, main directions of fiscal consolidation in terms of reforming Ukraine's public finances. Degree of implementation - conferences and workshops. Relationship with scientific plans and topics - "Improving the system of risk assessment for public debt", " International experience in financial sector reform in the context of crisis management". Recommendations for the use of the results - the conclusions and suggestions can be applied in the work of the Ministry Finance of Ukraine for the evaluation and analysis of the possibilities of fiscal consolidation, as well as tools and implications of this policy.
