The aim of the research consists in the development and implementation of modern information technologies which would considerably raise the efficiency of the regional educational system functioning. According to the aim of the research the factors influencing the state of the regional educational system were exposed and evaluated, methodic of the research of the structure and informational currents in the regional educational system was developed, the analysis of the statistics data influencing the state of the regional educational system was made, the structure of the information system of regional education management was developed, conceptions of interaction between the education system, economics and social state in the region were formulated, analytical methods of control and management in the system were developed, system models of regional educational system functioning and technical demands for the computerized system of decisions making support were elaborated, mathematical provision of informational-analytical system was developed and tested. Aims and objectives of the system operation were formulated; features of the education were defined as an object of automation. The requirements to information-analytical system namely systems engineering, functional and other requirements were defined. Means of set up and development of additional functionality of the system were proposed. The ways of integration with other systems were proposed. System architecture technical requirements, components integration, data protection and security, reliability of the system and its individual modules were defined. The concept of education interaction with economy and social situation in the region was formulated. The basic principles of interaction management of education in the region were defined. The analysis of the dynamics movement contingent at educational establishment in the region was carried out. The calculation of regional needs of qualified staff of workers and professionals was carried out. The proposed range of works allows to raise system interaction of education spheres and sectors, manufacturing and public services, to provide reasonable development plans of workers and specialists preparatory in the study network of the area.
