The semiclassical time-dependent Hartree-Fock-Bogoliubov equations are derived in the constant energy gap approximation. The dependence of energies of monopole and dipole isoscalar nuclear giant resonances on the relaxation time is explicitly evaluated. In extended Thomas-Fermi approximation the radii of the nucleon distribution and neutron skin are investigated for nuclei out of the beta-line stability.
