This methods was used for risk assessment of plants which produced of nuclear-pure ziconium in Urraine and basic of ecological risk eliminated. It was proposed CVD-methods of conversion of waste products of atomic-industry complex tailings in plasma chemical reactors using oxygen and halogens (firstly-chlorine and fluorine-for purification). The first stage process - dioxidation of mechanically milled stock in lower temperature high freguency plasma of oxygen. It was shown that stock dioxidation leads to additional milling of particles and anticipates the process of fluoridation and increases of yield of end-product.
