Basis for a design become the developed and created standards of composite multi-layered polymeric membranes with the sizes of dynamically changeable pores which appeared as a result of fluctuations of structural chainlets, from 0,3 to 1 nm, proper functional setting in much phases stage-by-stage - functional technologies of drinking-water preparation. Their physic-chemical properties and structural descriptions were used for operatively-descriptive models creation and their formalization. The verbal model of mechanisms of processes, passing in the system a "polymeric membrane - water" is created, and its formalization is conducted with the principles of quantification and multidesign use. Multimodels are synthesized: to hydration-dehydration on the border of phases a polymeric membrane - water and by volume water, model of dielectric exception.
