This system requires accounting methods and principles to be revised. The main principle of multipurpose accounting should be equation of monetary and no monetary measurers. This principle means that to refled accounting subject on different levels of management and in different forms of reporting you should apply a set of various measures which give you an opportunity to form an actual body of information. In our opinion it is necessary to change orienting point of social consciousness, aims of social development. That is why the structure of accounting system formation should be three storied one. Creating of multipurpose accounting system requires generally accepted accounting principles and methods to be revised. The definitions of the subject offered, the set of accounting principles and methods can be taken as a foundation for a new basic theory of national accounting. Rejection of our scientists of revising accounting principles and methods will mean hopelessness of its development and the necessity of creating a theory of a new information system, which will be able to provide modern needs of vavious establishments.
