Research results and their novelty: The concretization of the constitutional and legal norms of local communities is a sequential process necessary to the meaning of which would involve the formulation of the general construction of the status of local communities that would include: a) determining the nature of local communities (their place in civil society, political system, their social purpose), b) description of main types of local communities, and c) their main functions and powers, and d) description of responsibilities and guarantees of territorial communities. We need to establish the regulatory framework that clearly defines the powers of local governments at different levels (with the possible provision of regional state administrations and regional councils the right to develop and proposing features of organization of local government in the regions), which legitimizes the effectiveness of local communities..
