After studying a variety of sources dealing with the problem, it was established that in Ukraine already formed the core of the civil society and it arises gradually as the educational civil society, leading role in shaping of which plays spiritually-intellectual elite. The emergence of a developed civil structures in the Ukrainian society is possible under the condition of the dialectical interaction with the democratic government - the social-oriented legal state. It is shown that the decisive role in forming of the spiritual values of civil society must play the system of higher education and in particular - its humanitarian component, which should be considered as an institution of civic socialization. An important condition for carrying out of this role is the transition from classical monological educational paradigm to a new dialogic one, to the pedagogy of cooperation - a subject-subject relationship between teacher and student, which should prepare young people for free communication in civil society. Special importance for the education of civil qualities must belong to the philosophical disciplines, which are dialogical, tolerant and humanistic in their nature.
