Scientific novelty of the received results consists in development existing and a substantiation of new theoretical and methodical positions, and also in working out of applied recommendations concerning the concept of formation of regional social policy on the basis of social standards and norms and granting of practical recommendations about its realisation; the model of forecasting of a standard of living the population of region on the basis of system dynamics of indicators of development of human potential is offered; the expedient of creation of the Center of the innovatsionno-investment development which basic purpose should be rational use innovative projects of investment potential of Prichernomorsky region, consolidation of investment resources on realisation of innovative projects and action for their increase is proved; directions of social partnership concerning formation and development of a policy of incomes and the salary at all levels of a social production are defined; 6 strategic programs of social and economic development of the Odessa region are offered.
