The result is to develop mathematical and software problem solving technological foresight to identify promising areas of innovative development with the involvement of the analytic hierarchy process and morphological analysis, cognitive modeling, situational notation, the method of semantic networks for systematic coordination of heterogeneous data and forming a system of distributed knowledge bases, methods of expert assessment taking into account the multifactorial risks, methods of adaptive strategic planning within a sustainable development. A mechanism to generate of matter and form questionnaire forms in the mode of on-line is suggested. The practical examples of applying the methods of qualitative analysis in the development of future events scenarios accounting the uncertainties of different nature and risk factors are conducted.
