Mechanism of appearance of the millisecond's spikes of microwave emission in the solar active region chromosphere before a flare has been proposed. Principal possibility of the preflare current sheets rise at the foot-points of the loop structures has been proved. Realistic model has been constructed for the poloidal flow on the Sun.
