Results. The scientific foundations of the transformation of business support mechanisms in the system of economic development, including: First: 1. The concept of transition to a partnership of state and business in the innovation process, based on regulatory and organizational-institutional mechanisms with information support of participants in the innovation process and the introduction of methodological support for diagnosis of innovative capacity. "The mechanism of interaction between government and business structures," considered as elements of the system designed for converting the movement of one or more elements in the movement of other elements necessary to include the feedback. The authorities at the same time are considered as control elements of the system, creating the optimum combination of the business environment needed to stimulate the development of control subsystem - the business sector. The mechanism of interaction is the choice of coordinated actions aimed at improving the business environment and the achievement of certain results (criteria) of the business sector. 2. "Business Environment" is regarded as a complex hierarchical system, the mechanism of interaction between the components of which is based on different types of connections, and is relatively independent of the interacting subsystems - government, business, infrastructure, business structures, etc. Was further developed: 1. The concept of creating an institutional environment of public-private partnership based on the alignment and differentiation of the interests of business organizations, governments and society as a whole, depending on key parameters: the distribution of risks, the distribution of commitments of public and private sectors, the duration of time, ownership of assets, distribution of profit. 3. The system of criterial evaluation of the effectiveness of state regulation of business development for the criterion of minimizing social costs, which is characterized by the presence of both qualitative (the structure of the business sector, the degree of entrepreneurial capacity, uniformity of distribution of income for the population groups) and quantitative (level of entrepreneurial activity, values of time and money required to create or eliminate business structure) parameters. 4. Methodical approach to evaluating the effectiveness of national and regional programs to support small businesses, featuring the introduction of a key feature - the financial factor, bringing the lack of correlation between the level of funding these programs and the level of entrepreneurship in the regions.
