Today in the world using 70 000 different chemicals and pesticides. Each year, the market gets 1500 new synthetic substances. Long-term and irrational use of synthetic compounds zavdavalo and continues to cause sufficient damage to human health, wildlife and whole ecosystems worldwide. Every year in the world registered from 1 to 5 million cases of pesticide poisoning. Many of them end in deaths. In developed countries, many dangerous pesticides are banned, and other application brought under strict control. But in developing countries, which use only 25% of all pesticides, the situation is different. 99 percent of all deaths resulting from pesticide poisoning accounted for exactly in those states. In Ukraine accumulated a significant amount of unusable and prohibited the use of pesticide chemicals in connection with this problem of environmental safety has become particularly acute. The solution of urgent environmental measures of national and regional importance should be done through improving the economic mechanism of nature in order to create conditions for the concentration of financial resources and their proper use, through the implementation of environmental and conservation programs aimed at improving environmental quality. Aim: determination of ecological and economic evaluation of harmful effects on the environment and health of the region unsuitable for the use of chemical plant protection products (HZZR). Objectives of research: - analysis of current trends in the treatment of HZZR at the regional level - assessment of legal and regulatory framework - risk assessment on the degree of impact on the environment HZZR - to develop a regional action plan to ensure the ecology and behavior of HZZR minimize their impact on the environment - publishing information and analytical publication for a wide range of readers. Scientific novelty: - reasonable amendment to the Regional program of treatment of toxic waste in the Odessa region of 2008-2015 year due to new aspects in the treatment of hazardous wastes, approved the National Plan of Action on Environment in 2011 - 2015 years (on the mechanisms of ecological and economic rehabilitation and emergency ekoaudytu contaminated areas of the region).
