The subject of the research report - is a complex of interrelated theoretical, methodological and practical problems related to trends and measures of the fiscal policy of Ukraine. The main purpose - the fiscal policy harmonization using the basic principles of projects and programs management. The novelty and theoretical significance of the research - the forecast of budget revenues for 2012 is conducted taking into account the macroeconomic trends; for the first time it is developed the method of budget revenue and expenditure harmonization; the recommendations for the budget expenditures structure optimization are suggested; the impact of the budget expenditures on key macroeconomic indicators is studied; the issue of fiscal instruments harmonization is studied; the recommendations for the methods of fiscal policy harmonization based on the foreign experience are developed; the processes of fiscal balancing in the medium term perspective are studied; it is conducted the analysis of the special budgetary funds functioning based on the foreign experience; the proposals for the results-oriented method improvement are developed using the elements of project management. The methodological basis of research is a systematic, comparative analysis, fundamental conceptual provisions contained in the research works of domestic and foreign economists on the issues fiscal policy instruments utilization, planning and forecasting of the budget revenues and expenditures. The methodological developments of the Ministry of Finance of Ukraine and State Statistics Service of Ukraine on the certain issues of budget forecasting and planning are used in the report. The outcomes of the research report are practically valuable and can be used by the central legislative and executive authorities and researchers with the purpose of developing more effective tools for the fiscal policy harmonization in Ukraine.
