The research method is the global analysis of literary sources, statistical, analytical, horizontal and vertical analysis.. The sphere of the financial relations origin is the processes of the primary distribution, of public product costs, i.e. when these costs are distributed on salaries and profits; money income is formed. Allotments composed of proceeds from realization of products, profits, allocations on social security, capital allowances are held with the help of finance and depicted the process of cost distribution according to its every part mission. Financial relations are accompanied with the real cash which take place in the process of distribution and exchange flow. A financial policy is realized by a financial mechanism, that makes the enough difficult system of affecting different sides of financial activity of separate subjects. The financial influence on socio-economic development, which lies in formation and realization of financial policy, is carried out through a financial mechanism, which reflects directions, character and essence of finance functioning in society. The following elements are included into the structure of financial mechanism: financial methods, financial leverages, legal provision, normative provision, data ware. The results of NIR are inculcated in an educational process, candidate's and doctorate dissertations, creation of monographs and textbooks. Prognosis suppositions about the research object development are the creation of favourable terms of financial and tax policy, state control and regulation of government program of socio-economic development for the best operation of financial relations.
