Purpose - to determine the legal, economic, environmental, social and institutional framework accomplishment of the settlement to ensure that conditions favorable to human life. Research methods - analysis of regulations and technical standards in the field of public welfare and improvement of existing rules settlements of Ukraine in order to determine the general provisions of certain differences, which can be taken into account during the development of the Model Rules of public welfare. At the first stage of the research work under the contract number N-17/298-2012 on 24/10/2012 was performed to analyze the scope of public welfare and development of proposals on rules of public welfare. It is shown that the absence of rules accomplishment and control the sanitary condition of the city, greenery and other objects and elements of landscaping, as well as compensation for damage caused by violation of legislation in the field of improvement only on the basis of health standards and other rules of keeping settlements Code Ukraine on Administrative Offences and the Civil Code of Ukraine does not fully take into account the requirements for proper maintenance of sidewalks, roads, streets, structures, buildings, public areas, green spaces in good sanitary condition, existing rules somehow outdated and do not provide able to exercise their rights in improvements to businesses, urban communities and individual residents of the settlement. The second phase of work will be developed Model Rules public welfare. Application of the developed instrument will provide the following benefits: be regulated by the law and the legal obligations of participants in the public welfare, defined a set of measures necessary to ensure cleanliness and order in the towns of Ukraine.
