The novelty of the work lies in the realization of appropriate control of dedicated system of electrothermal consumer-regulators (ETCR) based on heat pumps, which are using heat loss of the existing district heating systems, under continuous process controlling by regional and national control centers. As a result of the project, it is shown that the introduction of a new control system enable to reduce the irregularity of electric load daily schedules of thermal power plant to a level that excludes the need for their daily stops and restarts, and in the future - pervasive changes of generation capacity during the day. In addition, operative disconnection of ETCR ensures quick elimination of sudden perturbations in balance of electricity generation and consumption due to emergency shut-downs of large electricity generating units that makes possible to provide modern regulatory restrictions of necessary time and accuracy of pre-accident frequency value restoration. The rational schemes of ETCR integration into existing systems for the generation of thermal energy from thermal power plants (TPP), combined heat and power plants (CHP), and boiler plants (BP) are developed. Optimal power and rational usage modes of ETCR are determined on the basis of economic and mathematical modeling. The required scope of ETCR implementation in the power system, the rational scheme of its spatial location at the specific TPP, CHP, and BP, the necessary measures and mechanisms for implementing the developed system are determined. It is determined for the first time that ETCR introduction provides an opportunity to involve considerable power of CHP in the conditions of their work on the thermal schedule, i.e. without losing efficiency, for regulation of electrical loads in unified power system of Ukraine.
