The research findings are acquired considering historical aspect of the budgeting system development in Ukraine. Having analyzed the state of the current budgeting system of Ukraine this research outlines planning difficulties, Ukrainian budgeting performance and the factors which influence inter-budget relations enhancement. The problems of inter-budget relations regulation refer to the challenges of local government administrations activities as a part of the centralized public economic system, the ways of local financial strengthening are suggested. The key scientific achievement of this study is the guidelines elaboration and the designation of the ways of Ukraine budgetary relations enhancement subject to macroeconomic development.
