The subject of scientific research is constitutionally legal jurisdiction and responsibility in the aspect of principles of unity of territorial organization of public power in Ukraine. A purpose of the work is development and grounding separate questions of working hypothesis about functional unity of territorial organization of public power on principles of legal, in particular constitutionally legal responsibility, including mutual responsibility of subjects of its realization, specified by the greatest values. Methods of exposition of conception are historical, heuristic and axiomatic. The scientific novelty of obtained results consists in subsequent development of separate questions, in particular a conception of the right of direct democracy as means of realization of legal responsibility and organization of public power, problems of legal responsibility on the basis of the system of axioms, in particular concepts about law, rights and norms, which in total determine jurisdiction with unclear limits and its kinds, as bases of development of general conception of legal and constitutionally legal responsibility, and also its two-aspect-understanding (positive and negative, connected with an unclear internal transition) and specific classification, in particular individual, collective, joint, subsidiary, substitution, institutional an others like that, where responsibility is determined as functioning or functional of jurisdiction and competence that is correlation of competence and jurisdiction in the transversal plane of its functioning is a time (functional) competent crosscut and on their basis problems of principles of territorial organization of public power are developed in the aspect of doctrine of constitution of “responsible republic”. In accordance with developed conception about the valued unity of public power (power is unique) and multiplicity of facilities of its realization a working hypothesis is developed about functional unity of territorial organization of public power on principles of legal, in particular constitutionally legal responsibility including mutual responsibility of subjects of its realization. Within the limits of decision of scientific problem and development of working hypothesis partial development of such themes is conducted in this work: problem questions of development of the state system and public power; principles of conception constitutionally legal jurisdictions; principles of organization of public power, in particular decentralization and deconcentration, subsidiarity, substitutionality, public consent; development of principles of conception of legal and constitutionally legal responsibility; a right of direct democracy in the aspect of general conception of legal responsibility and organization of public power; development of principles of constitutional doctrine of “responsible republic”.
