The possibilities of optimization of existing infrastructure of ground calibration test-sites in the framework of joint programs have been analyzed. The certified description of standard ground test-site was proposed. The capabilities of satellite observation of greenhouse gases concentrations aimed to regional emission control have been analyzed. The methodology of development and optimization of space observation system based on systems analysis application proposed for geo-systems monitoring optimization. The techniques of estimation of atmospheric concentration of greenhouse gases and its regional dynamics analysis, and assessment of socio-ecological risks of natural and technological disasters have been developed using remote sensing data. For the first time in Ukraine the maps of atmosphere pollution by greenhouse gases (such as СО2 and СН4), vegetation absorption of СО2, emission balance are produced.
