At this velocity stability loss occurs while a new balanced form different from the initial circular one is assumed. It is proposed to use the small parameter method to calculate possible loss of stability by a plane circular revolving disk. Characteristic equation in first approximation is derived with respect to the critical radius of plastic zone.
