Results: analyzed the problems of further development of IMT systems, were studied CEPT solutions with respect to the harmonization of frequency bands for mobile service systems, prepared materials-recommendations that will help develop guidelines for the frequency bands formation for development of WAPECS concept and find the principles of frequency ranges sharing into frequency blocks. Effectivity: shown that the removal of restrictions on the use of radio frequency spectrum is associated with the use of specific technologies or services that allows to users of services through the spectrum utilization to choose between technologies and services. In terms of efficient radio frequency resources utilization a choice will promote to cost-effective and successful introduction of new mobile 3G and 4G technologies.
