Methods: the theoretical analysis, questioning, psychosemantic methods, methods of mathematical statistics. Theoretical and practical results: the methodical basis for the assessment of system effectiveness of technologies of formation in public opinion of a positive image of educational and public innovations are created developed. Empirical verification of the proposed on the privies stage the system of technologies of formation in public opinion of a positive image of educational and public innovations and criteria of an estimation of their efficiency is carried out. It is shown that application of technologies of deliberative public opinion raises level of knowledge of an innovation, promotes increase of level of integrity and structure of its image, improves the relation to it. Indoctrination and dialogical types of technologies of deliberative public opinion identified. The most usual type of technology indoctrination deliberative public opinion assume orientation on a certain sample of image (explicit or implicit); dialogical technologies are focused on ways of forming the image, not on the sample. It is established that the use of individually oriented technologies and and reflective management technologies, providing a positive experience of interaction with an innovation, promote the formation of its positive image.
