The subject of the research is theoretical, methodological and practically applied questions of improvement of budget and financial control mechanism of socio-economic development of regions under implementation of economic reforms. The objective of the research is determination of existing tendencies and crucial factors of positive changes of improvement and development of budgetary and financial mechanism of government regulation by socio-economic development of the society, assessment of its conformity with current needs and determination of further drifts. The peculiarities of current government strategy and budgetary and financial and monetary policies and its implementation into financial and economic mechanisms of realization of government management by society development were researched. Some principles were used preparing "Scientific and practical commentary to Budgetary code of Ukraine", the textbook "Management of government budget of Ukraine", methodological principles of information and analytical diagnostics and estimation level of socio-economic development of regions, regulation of solvency of local budgets by means of interbudgetary transfers were drawn up.
