The base elements for ENOP creation were generalized, classification of ENOP is created. The scientific base of construction is developed as the followings base system ENOP: multilevel abstract model of ENOP, model of formal specification of ENOP adaptive resources for support of the mass lifelong learning; model of higher level semantics, models of electronic content construction and telecommunication scientific educational environment as ENOP structural element as well as models and methods of competense construction and methods of ENOP planning. The series of methodological decisions has been got in relation to the grant of educational service, the model of teaching organization and self-training is developed on ENOP base, namely: the updraded educational models of teaching organization supported by ENOP, models of educational resources organization, methods of management training activity etc. The series of new information technologies, effective facilities and electronic educational resources for support of lifelong learning and network access to information for all have been created and applied supported by the developed methods and models.
