The main principles of manading develop projects have been formed. The stades of the project life cycle, types of participants and control processes on each project stage are studied. The basic objectives of the pre-investment stage of the project have been described. Based on the analysis of the specific project management peculiarities and the existing mechanisms for management the following objectives such as project portfolio management: evaluation according to objectives of the organization, the formation of an effective portfolio, planning portfolio of projects taking into account cash flow optimization, the distribution of the organization's resources between projects from portfolio, risk portfolio management have been actualised. The system model of a project portfolio in the company engaged in elevator exploring based on development strategy has been presented. The obtained results may be applied in practice of the municipal enterprises.
