The purpose of research is scientific substantiation of practical recommendations to improve the mechanisms for tax and fiscal incentives to develop the real sector of the economy, the development of legislative proposals for their settlement with the provisions of the Tax and Budget Codes of Ukraine, the objectives of the National Action Plan for 2012 to implement economic reforms. Results and novelty - recommendations on ways to improve the rationale and legal regulation of tax and fiscal mechanisms to stimulate the development of the real sector of the economy, which is based on the original methodological approaches and simulation effect of their application for the state and taxpayers.
