The object of study is the service-combat activity and service-combat capabilities of formations, military units of the Interior Troops and their performance efficiency during activity on securing law enforcement in the emergency area, assigned under the conditions of mass riots.The purpose of the development of the methods of rational justification of the measures of enforcement by the Interior Troops in the area of emergency imposed by the conditions of riots. Methods - historical analysis, logical, comparative legal, structural and functional, statistical, mathematical modeling, graph theory, expert evaluations. In the research paper, "Zagrava" developed: theoretical principles concerning the organization, the activities of law enforcement and support groups internal distribution of forces troops in the area of emergency imposed by the conditions of riots, identifying approaches to the evaluation of service and combat capabilities of Interior Troops and effectiveness of their actions, and is developed technique rational justification of measures to protect law and order forces internal forces in the area of emergency imposed by the conditions of riots.
