Actuality of Research is related with the need for scientific methods and information-analytical maintenance processes associated with the preparation and implementation of the chairmanship of Ukraine in the OSCE. Contradictory processes of globalization and European integration, dynamic changes in the political architecture of Europe, increasing threats to peace and democracy lead to the need to find answers regarding the OSCE role in the Eurasian processes and ways of implementation its declared mission in the united Europe. In the outcome of the research the following tasks have been resolved: 1. Correlation of the OSCE and other security structures on the European continent at the beginning of the second decade of the new millennium has been defined. 2. Substantive and formal problems of the OSCE activities which hinder improving its efficiency on the eve of Ukraine's chairmanship in the Organization in 2013 have been studied. 3. Chairmanship experience of Kazakhstan, Lithuania and Ireland in the OSCE has been generalized, the relevant problems and achievements, effectiveness of nominated initiatives defined. 4. Regional interests and interests of the leading OSCE member-states analyzed with the purpose of finding consensus on the key security problems in Europe. 5. Spectrum of threats to the European and national security of Ukraine and priorities in their elimination in the year of 2013 have been identified. 6. Proposal as to the key priorities and initiatives of OSCE chairmanship of Ukraine has been formulated with the emphasis of improvement the processes of implementation of the existing OSCE programs and establishing new cooperation mechanisms. The research has been carried out by scientists and experts having experience of diplomatic work and applied research in the field of functioning international organizations, as well as those who are familiar in practice with the work of the OSCE and its major institutions. Basic documents governing the operation of the OSCE in all three dimensions of sectoral cooperation, as well as current working and position papers of the leading member-states, working bodies and the main institutions of the OSCE have been used. The results of research are aimed at their implementation by the Ministry of Foreign Affairs in the way of nomination and implementation by Ukraine the proposed initiatives during the OSCE chairmanship.
