Purpose of the work is scientific substantiation of engineering and technical measures for civil protection (civil defense) depending on groups of towns and categories of objects of the national economy concerned with civil protection (civil defense) taking into consideration zoning of the territories by possible influence of mass destruction means, their accompanying factors, and nature of ones for the purpose of their introduction to draft normative document "alteration #1 of DBN V.1.2-4". Methodical base for the research is comparative analysis method that has been used at analyzing of building codes as well as relations accepted in them for the compliance with the requirements of lawful and normative and lawful acts for civil protection, anthropogenic safety, and system for ensuring reliability and safety of building objects and erections in force as well as those in the sphere of the management of town-planning activities. Decision on acceptance (or non-acceptance in case of deviations) of changing appropriate regulations or introduction of some new ones has been reached on the basis of the comparative analysis. Scopes and contents of the additional requirements to DBN V.1.2-4 in force have been determined as the results of the work carried out and draft "Alteration #1 of DBN V.1.2-4 "Engineering and technical measures for civil protection (civil defense)" has been developed that actualizes DBN V.1.2-4 by way of elimination of the non-conformities to the requirements of up-to-date lawful as well as normative and lawful acts in the sphere of building within the alteration. "Alteration #1 of DBN V.1.2-4-2006 "Engineering and technical measures for civil protection (civil defense)" as a constituent part of the actualization of a branch normative document DBN V.1.2-4 is assigned for central and local bodies of executive power, local self-government bodies as well as design organizations and management subjects in the building sphere. The work is purposed to the realization of the measures for the fulfillment of the Program for the revision of the national building codes for the period till 2015 approved by Decree of the Cabinet of Ukraine of 2011-04-13 #471.
