Determined by applying the economic-mathematical methods of factors that may affect the tax potential areas. Proved that along with the revenue part of local budgets to the level of revenue capacity of local governments affect the formation and implementation of regional budget projects. The recommendations and suggestions for implementation of the model of the mechanism of decentralization of financial management software territorial development, increasing the revenues of local budgets through revision of taxes and duties assigned to the different levels, the use of local borrowing to the specific management of local debt. Suggested areas for innovative methods of budgeting to help increase the tax potential of the regions.
