In the thesis all these problems are studied under the angle of country economic governing systems improving necessity. They are to be achieved mostly by forming modern self-governing conditions. The questions of organization, structure, financial support of country self-governing are also analyzed. The problems of material output (farming, small enterprises), social product reproduction bases and material conditions of the people, employment of the population are researched in the thesis. The possibilities, which should fulfill the material and cultural level of population and its employment, are considered. The special attention is paid to the financial aspects of the self-governing system: budget - formation on self-profit basis (profits consolidation instead of the centralized transfers), expanses forming in all directions of country regions development, not only wages governing, but solving problems of the population life rising standards, including education, health care, sports, life, municipal care, road construction, reserves-formation for special periods.
