As result of research is developed a conceptual approach to the formation of financial policy of investment and innovation development in accordance with the theory of society finance. Some proposals concerning justification of financial strategy and tactics of investment and innovation development as a financial element of scientific knowledge, their relationship and differences, theoretical and methodological foundations of formation and realization are specified.
