The aim is to deepen theoretical concepts and reasoning priority areas of the state pension under the pension reform in Ukraine. Research methods are common (dialectical, logical), general, specific academic and special. It was found flaws purpose of pension payments, which are designed based on various pieces of legislation. Solved the problem of forming resource budget of the Pension Fund of Ukraine in terms of reforming the pension system, which consist primarily of nonrevenue expenditure side.
