The aim of the work is to ascertain theoretical foundations and practical aspects of using taxes, fees, obligatory payments as instruments of financial pro-viding of development of regions in Ukraine. The methods of investigation are general scientific and special methods of investigation, іn particular analysis, synthesis, analogy, grouping, methods of statistical and economic and mathe-matical calculations, dynamic comparisons, graphical and table method, historical method, methods of economic mod-eling. The results of investigation are: the optimization of financial recourses of local communities is carried out; the effects of tax preferences modeling are predicted in domestic fiscal practice; the impact of taxation regime on invest-ment and innovative activities of entities is modeled. The suggested methods and economic and mathematical models using modern foreign experience can be used in elaborating the strategy of development of regions and in calculations of annual indicators of programs of social and economic and cultural development.
