An aim of work is working of theoretical and methodological aspects and development of practical recommendations in relation to development of budgeting as instrument of effective management by the subjects of menage, regions and state on the whole. Research results as the worked out methodical and practical recommendations are sent to forming of theoretic and metodology bases for the financial planning on the basis of budgetary method which enables to provide maximization of end-point of social and economic development of enterprise, region or state, on the whole at the set resources and corresponding organization. On results scientific work for 2011-2012 are 3 monographs, 3 train aids, 31 article in professional editions and 14 theses after materials of conferences, are published. It is got Vulture МОНмолодьспорту Ukraine on a train aid. On results scientific work doctoral dissertation is protected. Dissertation job performances are inculcated on the enterprises of the Zaporizhzhya region : "Ice", LTD "Akvatop", "Vilnyansk creamery", "Orehov bakery", "Zaporizhzhya pastry factory", farm "South", company"Youth". Executed on results scientific work 21 course, 15 diploma and 20 master's degree works.
