Subject of Research: development means and methods of scientific production basis of complex system of innovative technologies of design and construction of ships and ocean technology objects at the shipbuilding enterprises of Ukraine. Aim of Research: development of scientific production basis of complex system of innovative technologies that define the product's quality, modern technical level of production and efficiency of design and construction process of ships and ocean technology objects as the scientific and technical basis of the Ukraine's development as a maritime country. Research Methods: non-linear programming methods, methods of Doppler's laser beam anemometry and holographic interferometry, stochastic methods, methods of technical stability power theory of dynamic systems, composition and decomposition methods, expert analysis methods, economical and statistical methods, methods of fuzzy-set and risk theory, artificial intelligence methods. Resource Base: computer classroom (8 modern computers) with local net and licensed software (OS Microsoft Windows 2000, AVEVA MARINE, AUTOCAD, CAD/CAM of Active HDL 7.1, Xilinx ISE 6.0. systems), NUS experimental tank, buoyancy, stability, floodability and welding laboratories, scientific and educational centre "Centre of ecology and power saving problems". Academic Novelty of Results Obtained. The methodology of ship design and construction was first developed on the basis of technical stability, reliability, efficiency theories and advanced computer technologies. The technologies of ship construction were improved by introduction of new methods of three-dimensional blocking on the second deck floor, platform etc. The approach of ship design and construction in the limited navigation areas was first developed on the basis of risk theory that allows determining the strategic direction of the Ukrainian Navy creation at the first stage of the development. A new technology of the erection joint and seam welding was developed on the basis of wire welding with the molding ceramic backing blocks. New technologies for building the ocean technology objects at the Ukrainian enterprises were created on the basis of developed theory of design and construction of remote-controlled underwater vehicles that provide the ability to transfer to the surface the information about underwater environment in real time and the ability of remote-controlling the underwater manipulators and other devices. The methodology of systems of distributed virtual design and construction of ships and ocean technology means at the design stage was first created. A new approach of cleaning emissions from ships and shipbuilding enterprises by the emissions power potential was developed. A new intensification technology of the thermophoretic deposition of particles in the non-isothermal two-phased gas-liquid flows for the ship power plants was developed. An approach of the environmental safety improvement at the shipbuilding enterprises received further development by clarifying the intercomponent connections and structuring the computer-controlled system of environmental monitoring and decision making. Further development was received by the network model of time management in the projects of ship design documents that improve the estimation reliability of the work duration. The sheet-oriented solutions of ship anemometrical measurement of wind wave were clarified that allowed significantly improve the measurements accuracy. The innovation technologies implementation was confirmed by the acts of introduction into production, participation in the contest of innovational projects of regional and national importance, participation in international scientific and technical exhibitions with presentation of the experimental and model samples of technological devices.
