Program and strategic documents of the international and European organizations in health care concerning the directions and solutions of priority problems of health care, first of all reduction of prevalence of chronic noninfectious diseases, reduction of negative medical and social consequences and economic losses are studied. The perspective directions, principles and strategies of reduction of diseases burden and ensuring of availability and quality of medical care had been proved. The structure of the draft of the State program "Health-2020: Ukrainian measurement" is defined. 59 tasks and more than 200 measures of the Program are proved and elaborated. Offers and additions to the draft of the Program of 66 involved structures, including central and local executive bodies are worked. Target indicators of productivity of implementation of the Program are created and target indicators on their performance on all years of term of realization are calculated.
